From DEFRA:

How do you work out the weight of a bull if you haven’t got scales*?

Guess. Actually get lots of people to guess, and then you can end up with something surprisingly accurate.

We are attempting to do the same with cost benefit around urban water pollution measures. The fancy term is crowdsourcing but the collective wisdom of the crowd could save us a massive amount of time and money. But it may only work if we get a good number of entries.

I've answered this poor attempt at engagement but there are further concerns. As listed in my comments boxes, as follows;


Best Practice:
"I'm a little concerned that it is being proposed that Defra, for example, should even be considering using tax payers money to install "vehicle washing facilities" within private enterprises such as industrial estates? Surely this should be legislated for and the owners made to pay? Or am I reading this proposal wrongly?"


Education:
"Most 'soft' educational tools do not educate the majority of various trades associated with potential pollution factors, only legislation, enforcement and heavy fines brings the message home loud and clear."


Hydromorphology:

"Naturalised, free-flowing waters, in as many circumstances as possible - in close accord with directive 4.7 of the Water Framework Directive - will mean far greater health throughout innumerable reaches of many rivers. This needs to be a top priority, alongside fluid plans concerning the mitigation of flooding events, in an organic and balanced approach to 'live' and strategic [ever increasing] need."


Enforcement:
"All sound and reasonable proposals, please enact with robust legislation as soon as possible."


Sustainable Drainage Systems:
"There are many good ideas concerning SuDS, this really needs an orchestrated debate and pro-active conclusion within 5 years. Robust legislation should be brought into being before 2020."

I started doing it and gave up on the second page, I thought that the guesses I had been asked to make on the first page were a bit ridiculous and there were 4x as many questions on the next.  My answers were absolutely nothing more than guesses, if everyone does the same the answer will not be "surprisingly accurate" but just the average of uneducated guesses.  We could, as a group, "warp" the guesstimate in a particulatr direction I suppose, but that's about the limit of it.  
A really really daft survey and I'm quite annoyed that a goivernment department is wasting time and money in this way.

I have found a way to fill this form out, while looking in one of me old boxes from when I waz in army, looking for somethink that cannot be named on this family site, i found these,
