Current abstraction by firms from rivers and groundwater sources is so high that it would take the equivalent of 23 million people to stop using water every day to get back to environmentally sustainable levels

I seem to remember an article in 'Angling' (best angling mag ever produced!) in the 70's( by Dick Orton I think) which quoted some scientific data that the country could only support 32 million people using it's own recources. Seems that it wasn't far wrong. The question is, who's going?
